Japan's English Proficiency Plummets: A Shocking Decline!
Japan's English language skills have taken a nosedive, landing it in the bottom tier of a global ranking. In the 2025 EF English Proficiency Index, Japan ranked a concerning 96th out of 123 non-English speaking countries. This places Japan in the 'very low proficiency' category, the lowest of five levels defined by EF Education First, a Swiss international education company.
But what's behind this dramatic drop? The survey, which analyzed data from 2.2 million people worldwide who took free online tests in 2024, introduced speaking and writing assessments for the first time, alongside reading and listening. With 39% of participants from Asia, 31% from Latin America, 16% from Europe, 11% from Africa, and 3% from the Middle East, the survey aimed for a diverse representation. And yet, Japan's performance was startling.
Japan's ranking is now in the company of countries like Mongolia (95th), Afghanistan (96th), and Cameroon (98th). Interestingly, Japan's initial ranking in the 2011 survey was much higher at 14th, but the number of participating countries has since increased, potentially impacting its position.
Here's where it gets controversial: While some might argue that Japan's low ranking is a wake-up call for better language education, others may question the survey's methodology and whether it truly reflects the English proficiency of the entire population.
The Netherlands maintained its top spot for English proficiency, with most countries in the 'very high' and 'high' categories hailing from Europe. Malaysia led the Asian countries at 24th, followed by the Philippines (28th) and Hong Kong (39th). South Korea, India, and China ranked 48th, 74th, and 86th, respectively.
EF's report suggests a stagnation in global English proficiency, with 2020 being the last year of reported gains. The pandemic's impact is evident, as proficiency among young adults aged 18-25 has yet to recover, and many countries saw further declines in this age group.
And this is the part most people miss: Japan's ranking is a call to action for educators and policymakers. While the survey's results may be debated, they highlight a potential need for enhanced language learning strategies.
